Colorado Lawmakers Shoot Down Cannabis Banking Legislation…For Now

Right now as you are reading this article, chances are someone in Colorado is making a legal marijuana purchase. The transaction involves cash, the amount of which likely ranges between $20 to multiple hundreds of dollars. When you compile all of these cash transactions throughout the day, the pile of money that results is sizable. For some recreational or medical marijuana stores in Colorado, the pile is so large that they are having trouble finding a place to keep it, Since federal banking laws are hazy at best when it comes to marijuana businesses. In related news, safe and vault sales are on the rise in Colorado.

Large piles of cash lying around can pose some public safety issues, as they are magnets for robbers. This is something that non-marijuana businesses haven’t had to deal with since the invention of armored transport (something else that marijuana businesses can’t use). Colorado lawmakers were trying to change that problem, but efforts were squashed this week.

Hemp expansion sails through Colorado Senate

A Colorado bill to expand industrial hemp production has sails through the state Senate and now heads to the House. 

Senators voted 35-0 Wednesday to expand the number and size of farms growing hemp, marijuana's non-intoxicating cousin.

The measure would allow year-round hemp cultivation in greenhouses and strike a 10-acre limit on hemp for research and development.

Colorado just opened applications for hemp cultivation in march, with applications accepted until May. Agriculture officials say there is strong interest and that industrial hemp research and production should be expanded.

Cannabis Cup - Denver, CO - 4/19 &4/20

In 2014, HIGH TIMES will return to the Mile High City for our fourth event at the Denver Mart. Our first two events in Denver were Medical Cannabis Cups, restricted to medical patients only. But Colorado voters legalized adult, recreational use of marijuana in the 2012 election, which resulted in our most successful Cannabis Cup ever. We now host the US Cannabis Cup, an event open to all adults.

New this year is the Cannabis Freedom Trail! Visit participating pot shops, sample the strain they have entered, then vote on Sunday for your fave. The shop with the most votes will be awarded the People's Cup.

Please note that only those 18 and over with ID may attend the event, 21 and over with ID to enter the smoking area. Those 18 and over with a Colorado medical card will also be able to enter the smoking area.

Doors open at 11AM both Saturday and Sunday.

Historic retail marijuana rules and regulations passed by Denver Council

Denver City Council Monday night passed a historic bill that sets the rules and regulations for the retail marijuana industry in the state's largest city.

Most other big municipalities around Colorado have taken a time-out from setting their own regulations with many opting out to see how Denver's system will work. Denver also was the first to take on medical marijuana regulations.

"The whole world is watching, not just the country," said Councilman Charlie Brown, who led the council committee on the issue. "There will be some changes. It is a work in progress. We did what we could, but this is a huge unknown."


Two changes were put into the new law:
• Any medical marijuana facility that has not applied for a city license by Oct. 1 will be shut down.
• Distances now will be measured as the crow flies, not in terms of distance a pedestrian can walk after an amendment by Councilman Paul Lopez that was approved. Going forward, no new dispensary or retail shop can be within 1,000 feet of a school, child care center, drug and alcohol treatment center or another marijuana facility as the crow flies.

Here are some key elements to the new law:
• Through Jan. 2016, only licensed medical marijuana businesses in good standing will be licensed to sell retail marijuana.
• Retail marijuana stores can share the same location with a medical marijuana centers.
• Public hearings will be required before licenses are granted to retail facilities. But the hearings will be less restrictive than liquor licences.
• Similar buffering to the medical marijuana laws will be in effect with no dispensaries allowed within 1,000 feet of a school, child care center, another marijuana facility and drug and alcohol treatment facilities.

Colorado first state in country to finalize rules for recreational pot

In 136 small-type pages, Colorado this week became the first state in the country to adopt final rules for recreational marijuana businesses.


The rules, released late Monday, cover everything from pot shop licensing to inventory tracking to marijuana packaging to advertising. They also represent the most comprehensive effort to date to take the once all-illegal marijuana market and harness it into what supporters say will be controlled, refined legitimacy.

Applications to open a recreational marijuana store can be filed starting in only three weeks. The first stores are expected to open around Jan.1, 2014.


Among the highlights of the rules:

• All marijuana stores, cultivation facilities and marijuana-infused products makers must be licensed and pay fees ranging from $2,750 to $14,000.
• Until October 2014, recreational marijuana stores must grow themselves almost all the pot they sell.
• All businesses must use the state's forthcoming online inventory tracking program to document their marijuana's journey from cultivation to processing to sale.

Recreational Marijuana Sales Banned In More Than Two Dozen Colorado Cities

Although Colorado Gov. John Hickenlooper signed several historic measures to implement marijuana legalization in the state, establishing Colorado as the world's first legal, regulated and taxed marijuana market for adults back in May, many of the Centennial State's cities are banning retail legal weed.

On Tuesday, Colorado Springs, the state's second largest city, is expected to vote to ban retail recreational marijuana stores, The Associated Press reports. Four of nine Colorado Springs City Council members have already said they will vote against retail weed stores. But even if legal marijuana sales are approved, Mayor Steve Bach has vowed to veto recreational pot shops in the city limits.

The City Council could just ban recreational marijuana sales altogether or allow marijuana sales but also pass a moratorium on opening pot shops until after Colorado voters weigh in on approving tax rates for recreational marijuana in the state this November. But according to the Gazette, Bach has said he'd even veto the moratorium option.

"This is so important to our community and in our best interest that I will respectfully need to veto anything short of opting out," Bach said in a Gazette report.

Colorado announces rules for recreational pot sales

Detailed rules for how recreational pot in Colorado should be grown and sold starting next year were released Monday.

The state department that will regulate marijuana released more than 60 pages of rules for how marijuana sales will be licensed and regulated. The Colorado Legislature set broad parameters earlier this year, but many nitty-gritty rules were left to the Department of Revenue.

Pot has been legal since last year in Colorado, but retail sales don't begin until January. The voter-approved marijuana legalization measure adopted last year required the department to release rules by July 1. The rules released Monday don't apply to medical pot shops.

The rules require labels to include potency, expiration dates and a disclaimer that pot isn't legal outside Colorado and hasn't been safety-tested.

Recreational pot will also come with the disclaimer that "there may be health risks associated with the consumption of this product."

4/20 Protest at CU Boulder

 BoulderCoalition states: "We will celebrate 4/20 and the right of We the People to peacefully assemble."

For many years, people from all over Colorado have gathered on the University of Colorado Boulder campus to make a statement about cannabis. While the school administration has never looked kindly on the event, attempting to quash it using various expensive tactics, all of which have failed, the event has grown to almost 10,000 people. This year they will be bringing in hundreds of police, working with the City of Boulder and the State Patrol, to choke the life out of this tradition. We do not accept that.

While it is true that the 4/20 gathering appears to be merely a party, this is a very naive interpretation of the event. It is also our First Amendment right to Assembly. The State of Colorado has become a leader in the anti-prohibition movement because we understand the ridiculousness of making a plant illegal. The gathering has been a statement about cannabis, that it is harmless and can benefit humankind around the globe, yet our political leaders still seek to deny us its use. Boulder has become a focal point of that message and we believe that this is a good thing.

We invite everyone who shares our beliefs to join us in making a statement. Unfortunately, as we must play a game of chess with the authorities, some details must be withheld until the last possible minute. However, a rough outline of our plan is as follows:

-Gather at one or more locations in Boulder, parking and traffic routes will be provided
-At 3 PM we march along Broadway, next to but not onto the campus. We will say hello to the police, then go our separate ways.
-We will return to an off-campus, large, grassy, gathering area, and eagerly await 4:20 PM.

This is a peaceful event. We will NOT, at any time, confront the police. Our march along Broadway is to make a statement that we do not want them on our campus.
