U.S. House vote blocking feds from meddling in state medical pot laws surprises even advocates

An amendment barring the U.S. Department of Justice from interfering with state medical marijuana laws got a surprising boost from GOP lawmakers.
Though many Republican lawmakers remain opposed to marijuana reform, others view the federal war on drugs as overreach "and a violation of the rights of more than two dozen states that have legalized cannabis or specific components of it for medical use," the Los Angeles Times reports. The U.S. House narrowly passed the amendment Friday; it now heads to the Democratic Senate.
Writes LA Times reporter Evan Halper:
Most GOP stalwarts, of course, continue to rail against liberalization of the laws. Rep. Andy Harris of Maryland, a physician, declared during floor debate that medical marijuana is a sham. Real medicine, he said, "is not two joints a day, not a brownie here, a biscuit there. That is not modern medicine."

Do It Yourself Marijuana BALM

Cannabis can be great for smoking but it can also be great for
assisting with skin problems like eczema, severe dry skin, and uneven
skin tone. While some people have a lot of trouble finding these
products, others have been generous enough to share their methods on the
web, providing us with a very basic recipe that pretty much anyone can
make! The following recipe will give you a great cannabalm that will
improve your skin and leave you feeling refreshed!
What You'll Need;
1.0oz liquid vegetable glycerin
.3oz essential oil of your preference
24.0 oz distilled H2O
1.2oz cosmetic grade stearic acid
1.2oz emusifying wax
.3oz germaben
4.0oz strong cannabis oil or fat
Small amount of menthol crystals (optional but will do a sunburn wonders if applied!)
Take all of the ingredients with the exception of the menthol crystals
(if you choose to add them) and the essential oils and put them in to a
double boiler that you have set up (remember the double boiler?). Whisk
them together until they're blended together very well. The mixture
should be creamy in texture. Once everything is blended, you can add in
the last two ingredients if you want to. While the substance is still
warm, pour it in to bottles. This recipe will give you 32oz of lotion.
Trust me, using this on your skin will keep you moisturized, fresh
smelling, and free of the dangerous chemicals that some lotion companies
use!

Pot Taxes - Colorado nears decision on spending

Colorado budget-writers are nearing a decision on how new marijuana taxes should be spent.
The Joint Budget Committee is expected to approve a spending proposal Monday that involves saving most of the recreational marijuana tax money. However, some would be spent on youth drug-use prevention and education.
Monday's vote is just the beginning of a vigorous fight over how the money should be spent. The full Legislature must agree to the JBC's proposal, and already some are sniping over spending the marijuana money in other ways.

U.S. Issues Marijuana Guidelines for Banks

The
Obama administration on Friday issued guidelines intended to give banks
confidence that they will not be punished if they provide services to
legitimate marijuana businesses in states that have legalized the
medical or recreational use of the drug, even though it remains illicit
under federal law.
The
guidance, which requires banks to vigorously monitor their
marijuana-industry customers, was provided by the Treasury Department
and the Justice Department in separate advisories. The policy does not
grant immunity from prosecution or civil penalties to banks that serve
legal marijuana businesses. But it directs prosecutors and regulators to
give priority to cases only where financial institutions have failed to
adhere to the guidance.
Still,
the banking industry was quick to say that the new guidelines would not
be sufficient to make banks feel at ease about opening accounts for or
granting loans to marijuana businesses because the drug would still be
illegal under the federal Controlled Substances Act.

Colorado troopers get training on spotting drivers under influence of pot

Colorado State Patrol troopers cited 60 people in January for driving offenses in which marijuana was believed to be involved, a CSP sergeant said Monday in reporting the first such numbers in the state.
Trends in stoned driving have proved difficult for state officials to track, and the State Patrol began keeping tallies on impaired-driving cases involving marijuana only in January. In that month, stoned-driving citations made up about 15 percent of the total impaired-driving citations for the month, Sgt. Mike Baker said.
"This is the first year we've had such specific, quantifiable totals for marijuana-related citations," Baker wrote in an e-mail. "We won't be able to make an educated, reasonable assessment about the effect of the new marijuana laws for a few years at the earliest."

At governors meeting, a cautious approach to legalized pot

All the buzz at the National Governors Association meeting over legalizing pot, some say, is just smoke.
Nearly two months after Colorado began selling recreational marijuana, the nation's governors are taking a cautious approach to loosening their drug laws.
Republican and Democratic governors meeting in Washington this weekend expressed broad concern for children and public safety should recreational marijuana use spread. At the same time, Colorado Gov. John Hickenlooper warned other governors against rushing to follow his lead.
