New Jersey Governor: Ease access to kids' medical pot

New Jersey Gov. Chris Christie agreed Friday to give chronically ill children easier access to medical marijuana, but he was unwilling to go as far as state lawmakers wanted. 

The Republican governor conditionally vetoed a bill on the topic, saying in the document, "Parents, and not government regulators, are best suited to decide how to care for their children." 

He said he agreed with provisions that would allow production of ingestible forms of pot at state-approved dispensaries and to allow dispensaries to grow more than three strains of the drug. But he struck a part of the bill that would have dropped a requirement that a psychiatrist and pediatrician sign off before children are allowed medical marijuana. He said he wanted to keep in some safeguards for young patients. 

The bill now goes back to the Legislature. If lawmakers make the changes Christie requested, it will become law. It was not immediately clear when lawmakers may take it up, but the state Senate does have a voting session scheduled for Monday. 

Sen. Nick Scutari, one of the sponsors of the bill, said he's pleased that children would be given access to edible marijuana in strains appropriate for their medical needs, but concerned that psychiatric review is an unnecessary hurdle for parents. He said he will review the conditional veto before discussing with fellow lawmakers how to proceed.

Colorado announces rules for recreational pot sales

Detailed rules for how recreational pot in Colorado should be grown and sold starting next year were released Monday.

The state department that will regulate marijuana released more than 60 pages of rules for how marijuana sales will be licensed and regulated. The Colorado Legislature set broad parameters earlier this year, but many nitty-gritty rules were left to the Department of Revenue.

Pot has been legal since last year in Colorado, but retail sales don't begin until January. The voter-approved marijuana legalization measure adopted last year required the department to release rules by July 1. The rules released Monday don't apply to medical pot shops.

The rules require labels to include potency, expiration dates and a disclaimer that pot isn't legal outside Colorado and hasn't been safety-tested.

Recreational pot will also come with the disclaimer that "there may be health risks associated with the consumption of this product."

Colorado measure to halt marijuana sales dies

Marijuana advocates late Monday fought back an effort that could have halted Colorado's plans for legal marijuana shops, ending a debate that swept through the state Capitol like a dust devil for a little more than three hours.

The proposal, Senate Concurrent Resolution 3, would have put two separate constitutional measures before the voters in November. The first would have asked voters to approve special sales and excise taxes on recreational marijuana. If that measure failed, a second measure would have asked voters whether they wanted to suspend recreational marijuana sales.

The resolution was introduced at about 6 p.m. on the third-to-last day of the legislative session — the absolute last moment it could have been formally proposed. It was sponsored by two dozen senators, including Senate President John Morse. And it cleared a Senate committee less than an hour after it was introduced.

The Colorado House session clears First marijuana bill

House Bill 1061, dubbed the “Responsible Medical Marijuana Vendors” bill, would create a training program of sorts for medical-marijuana workers. Companies that want to run training schools for employees would apply to the state Medical Marijuana Enforcement Division for certification. If all of a dispensary’s employees complete a training course with a certified school, the state would then grant that dispensary a “responsible vendor designation.”
