Illinois: House Committee Approves Industrial Hemp Bill

Legislation to legalize the licensed cultivation of industrial hemp, House Bill 2668, has been approved by the Illinois House Agriculture and Conservation Committee in a 9-8 vote. The measure now awaits action from the full House. You can read the full text of House Bill 2668 here.
The United States is the only developed nation that fails to cultivate industrial hemp as an economic crop, according to a 2005 Congressional Resource Service (CRS) report. Hemp is a distinct variety of the plant species cannabis sativa that contains only minute (less than 1%) amounts of tetrahydrocannabinol (THC), the primary psychoactive ingredient in marijuana. Farmers worldwide grow hemp commercially for fiber, seed, and oil for use in a variety of industrial and consumer products, including food and clothing. House Bill 2668 would allow Illinois to authorize a licensed, statewide hemp industry.

New Hampshire Medical Marijuana Legalization Bill Defeated

A bill to legalize marijuana in New Hampshire is dead after a House vote Wednesday. The measure was defeated on a vote of 239-122 with no debate. Democrats supported the bill on a roughly two-to-one margin, while Republicans opposed it by roughly the same margin.
The vote against the bill came after the Criminal Justice and Public Safety Committee voted 12-8 last month not to pass the measure.
The bill, House Bill 337, would have removed marijuana from the state's criminal code, effectively ending marijuana prohibition in the Granite State, but did not contain any provisions for taxation and regulation of cultivation and sales.
Another marijuana legalization bill, House Bill 492, is still alive, but is stuck in the Criminal Justice and Public Safety Committee with no vote scheduled. That bill would allow people to grow up to six plants and sets up a scheme to tax and regulate marijuana commerce.

Minnesota medical marijuana push to wait until 2014
A report issued by Yahoo yesterday that medical marijuana backers have to wait until 2014 session for planned push to change Minnesota law. Hoping the best to Heather Azzi of Minnesotans for Compassionate Care. Medical marijuana bills have been approved in several states in the past and then not implemented by the leadership within that state’s government. Is it unfair or unjust? Do state governments disregard requests and desires from its people?

Colorado House Judiciary Committee Passes Marijuana DUI Bill – House Bill 1114

Colorado’s House Judiciary Committee passed House
Bill 1114 in an 11-0 vote on Tuesday night. Under the new bill, drivers
caught with 5
nanograms of THC in their blood stream would be considered to
be ‘driving under the influence of marijuana’.
Some argue there is no way to tell whether someone is too high to be behind the wheel, and the limit is completely subjective. Tyron Link, a medical marijuana patient in Colorado, told The Denver Channel, “It doesn’t make me impaired now if I haven’t smoked since yesterday. We’re not even going by scientific evidence at all. We’re just saying, ‘Oh, lets pick 5 nanograms.’”

Pot Tourism in Colo.? Marijuana Regulators OK Idea
Well written article that discusses how the recreational part of marijuana should be handled and dabbling into the rights of a property owners. Community members and lawmakers are caught in between the firing lines.

Marijuana tourism is on the way to Colorado, under a recommendation made Tuesday by a state task force to regulate the drug made legal by voters last year.
But Colorado should erect signs in airports and borders telling visitors they can't take pot home, the task force recommended.
Colorado's marijuana task force was assembled to suggest regulations for pot after voters chose to flout federal drug law and allow its use without a doctor's recommendation. Made up of lawmakers, law enforcement authorities and marijuana activists, the task force agreed Tuesday that the constitutional amendment on marijuana simply says that adults over 21 can use the drug, not just Colorado residents. If lawmakers agree with the recommendation, tourists would be free to buy and smoke marijuana.
